 CROOKED LAKE TOWNSHIP—REGULAR MONTHLY MTG.—January 14, 2010

The Meeting was called to order and the Pledge of Allegiance was given.

Members present:  Dave Schaumburg, Lloyd Thyen, Rod Schloesser, Gene Williams, Janet Smith and Glen Mechelke.  Absent: Don Anderson.

The January minutes were changed to read Rod Schloesser and Lloyd Thyen will be in charge of roads.  Also to be added is that Gene Williams will be in charge of weed control. Lloyd Thyen will continue being in charge of the Canister Station, website and the Town Hall scheduling.

MOTION THYEN, 2ND WILLIAMS TO APPROVE THE DEC. 10TH 2009 MONTHLY MEETING MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $159,116.47.

MOTION THYEN, 2ND WILLIAMS TO NOMINATE ROD SCHLOESSER AS CROOKED LAKE TOWN BOARD CHAIRMAN FOR 2010.  Nominations closed. Rod Schloesser Chairman.

MOTION SCHLOESSER, 2ND SCHAUMBURG TO NOMINATE LLOYD THYEN AS VICE CHAIRMAN FOR 2010.  Nominations closed.  Lloyd Thyen Vice Chairman.

Dave Schaumburg and Don Anderson will supervise township grounds and buildings.

Gene Williams and Lloyd Thyen will supervise township roads.

The Library computer discussion will be tabled until next month.

The Library Board requested use of the Township Garage, which is next to them, for book sale on Memorial Day 2010.  The Board agreed that they could use it.

Dennis Neal presented a proposed plan for inspection and upgrade of sewers of lakeshore lots on Roosevelt, Leavitt, Smokey Hollow and Lawrence Lakes.  It involves coordination with Cass County to obtain funding and grants for the project.

Dennis Neal stated that they were required to notify Crooked Lake Township of this plan.  He wanted a statement signed that the Township was aware of this plan.  It did not have to specify if they approved or disapprove of it.

MOTION SCHAUMBURG, 2ND THYEN THAT WE ARE AWARE OF RaLaLa’s EFFORT TO WORK WITH PROPERTY OWNERS ON SEPTIC INSPECTIONS IN CONJUNCTION WITH CASS COUNTY.  Voting: Thyen-yes, Schloesser-yes, Schaumburg-yes, Williams-abstained.  Motion carried.

Plastic has been installed in the Town Hall crawl space.

The Town Hall attic insulation needs improvement.

MOTION SCHLOESSER, 2ND THYEN TO ALLOCATE UP TO $2000 TO UPDATE THE TOWN HALL ATTIC INSULATION AND FOR SCHAUMBURG AND SCHLOESSER TO GET QUOTES FROM AT LEAST TWO CONTRACTORS AND GO WITH THE BEST PRICES AND HAVE THE WORK DONE.  Motion carried.

The question was raised if an independent audit should be done in the Township periodically.

A representative of Nortrax attended the meeting to ask if members had any questions regarding proposed plans to purchase a backhoe for the Township.

Discussed Township C.D.’s.

The question was asked if the Township had heard from Mn. Dot. In regard to the Highway 6 right of way in front of the Town Hall.  The Township has not heard from Mn. Dot.

Discussed weed control in Crooked Lake Township

Discussed a request for road access, from a property owner in Abe Lake vicinity, to his property.  MOTION THYEN, 2ND SCHAUMBURG THAT CROOKED LAKE TOWNSHIP HAS NO OBJECTION TO THE ABE LAKE AREA REQUEST TO ACCESS PROPERTY LOCATED IN Sec. 3 TWP. 139.  After discussion voting: Thyen-no, Schaumburg-no, Schloesser-no Williams-no.  Motion denied.                         MOTION SCHAUMBURG, 2ND WILLIAMS TO RECOMMEND NO ACCESS BE GRANTED TO THE PROPERTY LOCATED IN SEC.3—TWP.139 AS THERE IS ALREADY ACCESS TO THE PROPERTY.  Motion carried.

Changes have been made to Township insurance involving the value of the Library building and coverage of equipment located in the Fire Hall.

Discussed the need of class 5 materials for 2010 and 2011.  No decisions will be made until availability of clay is determined

Gene Williams presented information on proposed new Crooked Lake Township road construction specifications.  MOTION SCHAUMBURG, 2ND THYEN TO APPROVE NEW CROOKED LAKE TOWNSHIP ROAD CONSTRUCTION SPECIFICATIONS EFFECTIVE JAN. 14, 2010.  Motion carried.

Discussed Fire Dept. training.

Discussed Fire Dept. grants that are pending.  Discussed retiring firemen’s pensions.  Money to the Relief Assn. is presently $1200.

Discussed the 2009 Board of Audit meeting.  The date is in the near future.

The Township market value is $313,350,910.00/

Township road sign information has been sent to Reno Wells.

The loan balance of the Township grader, as of 12-31-09, is $53,803.73.

Discussed the unemployment claim that was filled that involves Crooked Lake Township.

We have questioned if the Township is responsible for part of that claim.

Rod Schloesser & Glen Mechelke met with Mark, at Unity Bank, concerning Crooked Lake Township’s C.D.’s.  The Clerk is handling maturing C.D.’s directly with Mark at the Unity Bank.

CROOKED LAKE TOWNSHIP—MONTHLY MTG.—Feb. 11th, 2010

 Members present: Dave Schaumburg, Lloyd Thyen, Rod Schloesser, Gene Williams, Janet Smith and Glen Mechelke.  Absent Don Anderson.

MOTION SCHAUMBURG, 2ND WILLIAMS TO APPROVE THE JAN. MONTHLY MTG. MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $158,324.94.

Kim Johnson, of Dust Coating, explained the various issues the Township had with dust coating of roads last year.

Discussed next year’s plans for dust coating of the Township roads.  The amount of material that was put on roads was discussed.  Discussed offering dust coating to residents.

Thyen explained the Outing Chamber’s plans for upgrading Luscher’s Park.

MOTION THYEN, 2ND SCHAUMBURG TO APPROVE THE CHAMBER’S CONCEPT OF ESTABLISHING A PICNIC AREA WITH BEACH, GRILLS AND TABLES.  THE TOWNSHIP WOULD MAINTAIN LONG TERM.  THE CHAMBER WILL BRING A FIRM DETAILED PLAN TO THE MARCH MEETING FOR FINAL APPROVAL.  Motion carried.

There was no additional information on Library plans.

Discussed the problem of obtaining fuel oil and gasoline for the Township with the Outing station closed.  The suggestion was made to obtain a portable tank to obtain fuel.

Discussed the availability of clay to be used in making class 5.

MOTION THYEN, 2ND SCHAUMBURG TO MEET FEB. 25TH AT 7 P.M. IN THE TOWN HALL TO AUDIT THE TOWNSHIP BOOKS FOR 2009 AND RECOMMEND THE AMOUNT OF MONEY NEEDED TO OPERATE VARIOUS TOWNSHIP FUNDS IN 2011.  Motion carried.

The Board of Review will be held on April 22nd at 10 A.M. in the Crooked Lake Town Hall.

The meeting on Township road signs will be held Feb. 17th at 1 P.M. in Backus.

The Fire Dept. budget for 2011 was received.  The Township is picking up some of the expenses, which made the budget request less then last year.

Discussed training received by Crooked Lake Township firemen.

Insulation has been added to the ceiling in the Town Hall.

Discussed outside audit for Crooked Lake Township

A safety meeting was held in January.

Discussed a replacement of Tom Borden as Township attorney.

The Annual Meeting, for Township residents, will be held March 9, 2010 at 7 P.M. in the Crooked Lake Town Hall.

The Clerk has provided updated information for the P.O. box at the post office.

The minimum road and bridge levy for 2011 is $151,616.

Short courses will be held Wed. March 31st in Walker and April 1st in Grand Rapids.

The information received from the Sheriff’s office on calls made to various Townships was reviewed.

BOARD OF AUDIT MEETING---February 25, 2010

Members present: Rod Schloesser, Gene Williams, Lloyd Thyen, Dave Schaumburg, Janet Smith & Glen Mechelke.  Absent Don Anderson.

The Pledge of Allegiance was given.

The Board audited 11 active Crooked Lake Township accounts.

It was recommended the following amounts were needed to operate the Township in 2011.

Revenue--$120,700.00

Road and Bridge--$152,000.00

Fire--$31,300.00

March 9 2010 Annual Meeting

CROOKED LAKE TOWNSHIP—ANNUAL MEETING—March 9, 2010

The Meeting was called to order and the Pledge of Allegiance was given.

Jack Schuller was elected moderator.

The moderator read the agenda for the rest of the meeting. Minutes of last year’s annual meeting, held March 17th, 2009, were read.

The moderator asked if there were any questions, comments or additions.

There were none and the moderator declared the minutes approved as read.

The clerk read the audit report.  The balance of all funds, as of Dec. 31, 2009, was $187,621.49.

The board of Supervisors recommended the following sums necessary to meet the current and other authorized expenditures for the ensuing year:  Revenue--$120,700, Road and Bridge--$152,000, Fire--$31,300.

MOTION MADE AND 2ND TO WAIVE THE READING OF CHECKS WRITTEN AND RECEIVED BY THE TREASURER.  Motion carried.

The clerk read the road report.  10,000 yds of class 5 was crushed at the Beulah pit.

The Crooked Lake crew hauled 2500 yds of class 5.  800 yds of class 5 was put on Eastburn road and 50 yds on the cull du sac.  1240 yds was put on Fehrs Road and S. Lawrence Lake Road.  100 yds. was put in the shop stockpile by the Township.  100 yds. was put in the shop stockpile by Anderson.  There is approximately 5000 yds of class 5 left in the Beulah pit.  Plans are to put approximately 850 yds. on Sunset Hill Road, 850 yds. on Woods Bay Road and 400 yds. on Roosevelt Shores Road.  Township roads will be brushed at an approximate cost of $4,000 to $5,000.

The Fire report was given by Rolf Halstensen, the Fire Chief.  There were a total of 33 calls by the Fire Dept.  Seven calls were for fire.  26 calls were for medical assistance or other issues.  The Fire Dept. has 4 new fire fighters, who are Mike Anderson, Brian Kratz, Harry Larson and Mark Werner.  Steve Just and Lenny Fairbanks have retired.

The Fire Dept. now has a new 6-wheeler and foam capabilities to fight fires.  Grants of $1000 from the D.N.R. and $5000 from H.S.E.M.  The Fire Hall insurance, building maintenance  and utilities will now be paid through revenue budget.  The question was asked if fire fighters had background checks.  The answer was no.  Discussed emergency plans for the Township.

Dave Schaumburg gave a very informative presentation as to what had been accomplished in Luscher’s Park, Maintenance Bldg., Outing volunteer Fire Dept. Bldg, Township Hall and grounds.  He presented the costs on the Town Hall remodeling and related expenses.  Dave thanked all the people that had made the operations successful.

Mark Skinner, of New Pathways Inc., provided information of their involvement to help people and requested possible funding from Crooked Lake Township residents.

Bev Gaines, of Northland Area Family Service Center, gave information on the involvement of the Center in our local community.  She stated that they had lost revenue that Cass County had been contributing and hoped that Crooked Lake Township residents would contribute some funding.

MOTION MADE AND 2ND THAT THE TOWN BOARD BE AUTHORIZED TO DISPENSE ANY DONATIONS RECEIVED TO NEEDY ORGANIZATIONS. Motion failed.

MOTION MADE AND 2ND TO LEAVE IT UP TO THE TOWN BOARD TO USE ANY EXCESS MONEY TO FUND VARIOUS REQUESTS FROM ORGANIZATIONS.  Motion failed.

MOTION MADE AND 2ND TO AUTHORIZE THE TOWN BOARD , AT THEIR DISCRETION, TO SPEND UP TO $6000 ON REQUESTS FROM ORGANIZATIONS REQUESTING DONATIONS.  Motion failed

 MOTION ROLF HALSTENSEN, 2ND GENE WILLIAMS AUTHORIZING THE TOWNSHIP TO ACCEPT FUNDS AND DONATIONS FROM VARIOUS ORGANIZATIONS TO PAY BILLS, RECOGNIZE RETIREES, VOLUNTEERS AND OR SPECIAL SERVICE EFFORTS.  Motion carried.

 MOTION DAVE OLSON, 2ND GRACE SCHULLER TO SET LEVIES AS RECOMMENDED BY THE TOWN BOARD.  REVENUE-$120,700  ROAD & BRIDGE-$152,000  FIRE-$31,300.  Motion carried.

MOTION GRACE SCHULLER, 2ND BOB MATHERNE TO PUT THE OPTION OF APPOINTING THE TOWNSHIP TREASURER ON THE NOV. 2010 BALLOT.  Motion carried.

MOTION WES CARLSON, 2ND GRACE SCHULLER TO INVESTIGATE A SOUND SYSTEM TO BE USED IN THE TOWN HALL.  Motion carried.

MOTION ROLF HALSTENSEN, 2ND GRACE SCHULLER TO HOLD THE 2011 ANNUAL MEETING IN THE CROOKED LAKE TOWN HALL AT 7 P.M.  Motion carried.

The meeting was called to order and the Pledge of Allegiance was given.

MOTION THYEN, 2ND SCHAUMBURG TO APPROVE THE FEB. MONTHLY MTG. MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $162,472.82.

Virginia Knudson, of the law firm of Borden, Steinbauer, Krueger & Knudson P.A., attended the meeting to submit her resume to the Township.  Tom Borden has retired and the Township was looking for a lawyer to represent Crooked Lake Township.

Jeff Peterson, Cass County Commissioner representing our district, attended the meeting to answer any questions the Town Board had in regard to Cass Counties involvement in procedures.  He stated that Cass County has scheduled Cass County 155 (Mitchell Lake Trail) to be black toped this year.

Discussed that more bags will be needed for the canister in the near future.

Discussed putting out requests for quotes for the Township roads that are to be graveled this year.

Clean up day for Crooked Lake Township is scheduled for June 12th from 8A.M. to 12A.M.

The Chamber’s proposal for Luschers Park was tabled.

MOTION THYEN, 2ND WILLIAMS TO RETAIN NORTHLAND PRESS AS THE OFFICIAL CROOKED LAKE TOWNSHIP PAPER.  Motion carried.

Rod Schloesser attended the last County Commissioner’s Mtg., which was held in Walker.

Discussed a permanent fuel oil tank for the Township.  State regulations for a permanent tank were discussed.  Obtaining a portable fuel oil tank was discussed.

MOTION  SCHLOESSER, 2ND SCHAUMBURG TO SEND ROGER OLDS TO GRAVEL ROAD MAINTENANCE AND DESIGN SEMINAR.  Motion carried.

MOTION THYEN, 2ND SCHAUMBURG TO RETAIN VIRGINIA KNUDSON AS CROOKED LAKE TOWNSHIP ATTORNEY.  Motion carried.

The Board will attend the spring short course, to be held in Walker on March 31st.

MOTION SCHAUMBURG, 2ND THYEN TO APPROVE THE BOARD OF AUDITS MEETING MINUTES WITH THE ADDITION THAT NO DISCREPANCIES WERE NOTED.  Motion carried.

Reviewed request for bid forms to be given to contractors.  Forms will contain information contractors will be required to provide Township proof that they carry automobile liability insurance and workman comp. insurance.

Discussed the cart way requested to obtain access on Washburn Lake.

Credit card for new supplier has been approved, as Napa is no longer available

The Township received official notice that Unity Bank, in Outing, will close June 18th, 2010.  The Township account will be transferred to Unity Bank in Emily.

A speed indicator will be placed on Highway 6 at the entrance to Outing on Friday.

$791.04 will be transferred from the cart way account to the revenue account.

Discussed the speaker system for the Town Hall.

Discussed pros and cons of obtaining computers for the Outing library.

Discussed emergency operator for the Township grader.

REGULAR MONTHLY MTG.—April 8, 2010

The Meeting was called to order and the Pledge of Allegiance was given.

Members present: Dave Schaumburg, Lloyd Thyen, Rod Schloesser, Don Anderson, Gene Williams, Janet Smith & Glen Mechelke.

MOTION THYEN, 2ND SCHAUMBURG TO APPROVE THE MARCH 11TH MEETING MINUTES.  Motion carried.

The treasurer’s report showed a bank balance of $143,679.27.

The meeting was recessed for the Board to examine the new proposed right of way for Highway 6 in front of the Town Hall and the south side.

The Meeting was reopened and Ken LeVoir appeared for the local A.T.V. club.  The A.T.V. club needs a government sponsor in order to apply for grants.

MOTION ANDERSON, 2ND THYEN:

WHEREAS, Crooked Lake Township desires to maintain trails for the enjoyment of the public and will act as legal sponsor for an application for the DNR Trails Assistance Program, the MN DNR Grant-in-aid Trail Permit and

WHEREAS, Crooked Lake Township may enter into agreement with the State of Minnesota for the Over The Hills Trail System with the Over The Hills Gang ATV Club responsible to Crooked Lake Township for administering and taking care of the trail system for each grant received, and

WHEREAS, Crooked Lake Township will comply with all applicable laws and regulations as stated in the grant contract agreement(s), and by all applicable federal and state laws and regulations.

WHEREAS, Crooked Lake Township recognizes and assigns Rodney Schloesser, Supervisor, who will act as a fiscal agent in behalf of Crooked Lake Township.

NOW THEREFORE, be it resolved that Crooked Lake Township agrees to continue to act as legal sponsor for the above applications and agreements until such time as Crooked Lake Township rescinds this sponsorship.  Motion carried.

Rolf Halstensen, Fire Chief, requested the Board to approve a one-day liquor license for the Firemen for the dance that they are sponsoring on July 3rd.

MOTION ANDERSON, 2ND THYEN TO APPROVE A ONE-DAY LIQUOR LICENSE FOR THE CROOKED LAKE FIRE DEPT. ON JULY 3RD 2010.  Motion carried.

Discussed the refuse left between the Fire Hall and the Town Hall after the Firemen’s dance last year.
MOTION SCHLOESSER, 2ND ANDERSON TO PROVIDE PORTA POTTY FOR THE FIREMEN'S DANCE.  Motion carried.

Discussed the costs to train new fire fighters.

MOTION SCHLOESSER, 2ND ANDERSON TO AUTHORIZE AN ADDITIONAL $2300 TO BE SPENT FOR NEW FIRE FIGHTERS.  Motion carried.

Discussed clean up day to be held June 12th from 8 A.M. to noon at the Crooked Lake Town Hall.

Discussed Town Hall and Highway 6 right of way in front of the Town Hall.

MOTION SCHAUMBURG, 2ND THYEN TO ACCEPT THE MN. DOT. PROPOSAL FOR THE TURN BACK OF STATE HIGHWAY 6 RIGHT OF WAY IN FRONT OF AND SIDE OF THE TOWN HALL AS SHOWN ON THE MAP PREPARED BY JEFF LENZ OF MN. DOT. THAT WAS PREPARED ON 3-3-2010.  Motion carried.

Reviewed request for quotes forms to be sent to contractors interested in submitting quotes for hauling class 5 on Township roads.

MOTION SCHAUMBURG, 2ND ANDERSON TO ACCEPT AND USE QUOTE FORMS.  Motion carried.  The Clerk is to put notice for quotes in local newspapers.

Discussed load limits on Township roads.

MOTION THYEN, 2ND ANDERSON:

WHEREAS the statutes of the State of Minnesota allow for the selection by electors of townships of one or more Options A, B, C, or D, for town government structure.  Option B provides for the appointment of town clerks or treasurers by the town board.

WHEREAS the electors of Crooked Lake Township at the March 9, 2010 Annual Meeting approved a motion to put the option of appointing the town treasurer on the November 2, 2010 ballot.

WHEREAS the Treasurer position is administrative in nature and has no vote or policy voice on the board concerning matters of the Township, the appointment by the board vice election by electors does not reduce the elector’s control over town matters.

WHEREAS the treasurer position is not effectively monitored by the electorate between town elections to ensure that appropriate financial tools are available to the board to enable good financial decisions by the board to responsibly manage town funds and provide the taxpayers with the greatest return on their tax dollars.

NOW, THEREFORE, BE IT RESOLVED that the Crooked Lake Town Board believes the appointment of the town treasurer would provide for more efficient and effective town government and the question should be placed on the town ballot on November 2, 2010.  Motion carried.

Discussed RaLaLa’s involvement to obtain a charitable gambling permit.

MOTION SCHAUMBURG, 2ND THYEN THAT THE TOWNSHIP IS AWARE THAT RA.LA.LA. IS APPLYING FOR A CHARITABLE GAMBLING PERMIT.  Motion carried.

The dock at the boat ramp in Roosevelt Lake has been put in.

The Outing Library wants to install a roof over the back door of the Library.  The Board agreed to authorize this and would like to know when the work will be done.  The Clerk was instructed to inform the Library Board to make them aware that they may need a permit and that they should obtain signed waivers from volunteers working on the project.

Rod Schloesser picked up a 100 gal. tank for fuel with pump and hose.

A painted crosswalk will be installed in downtown Outing this summer by Mn.Dot.

Discussed use of Luscher’s Park.  It can’t be used for private use.

Discussed speed indicators for downtown Outing.

Lyle Gains backhoe will be taken to Beulah class 5 pit to look for clay.

Discussed back up grader operator for the Township.

Discussed brusher tractor for the Township to be used in Aug. and Sept.

Flower bulbs will be planted at the Town Hall.

Various donations that Crooked Lake Township could make are covered in the statues.

Discussed road mileage in Crooked Lake Township.

The township will receive $14,348.36 in gas tax money in 2010.

The Board of Review is being held April 22, 2010 starting at 10 A.M. in the Crooked Lake Town Hall.

The Town Board will recess this Monthly Mtg. until 8 A.M. Monday April 19th to conduct the annual Township road inspection.

A P.A. system is being investigated for the Town Hall.

The Treasurer’s report showed a bank balance of $120,334.77.

Discussed the use of gambling funds.  The Board had no objections.

Roger Knode and Kirk Smith presented a proposal for upgrading Luscher’s Park including a fishing pier.  The cost of the fishing pier would be approximately $15,575.

MOTION WILLIAMS, 2ND SCHAUMBURG TO AGREE TO SPEND $5000 FROM PARK FUND AND ALSO AGREE TO INSTALL AND REMOVE DOCK ON A YEARLY BASIS AND ALSO TO ACCEPT CONCRETE PICNIC TABLES AND FIXED GRILLS.  Motion carried.

The liquor license renewal application for Lake Country Grocery & Liquor was signed as per resolution adopted July 10, 2008.

Discussed clean up day to be held June 12, 2010 from 8 A.M. to 12 noon at the Crooked Lake Town Hall site.

Opened sealed quotes received for the hauling of class five on the Sunset Hill Drive, Woods Bay Road and Roosevelt Shores Drive.  The following quotes were received:

Discussed the class 5 project.  The Beulah pit did not contain adequate clay.

MOTION THYEN 2ND ANDERSON TO PURCHASE BACKHOE FROM LYLE GAINS FOR $23,500 FROM THE EQUIPMENT FUND MONEY.  THE BACKHOE HAS SOME EQUIPMENT INCLUDED.  Motion carried.

Darril Wegscheid Made a presentation on a proposed septic tank upgrade in the area.

Discussed beaver dam problems in the area especially dams located between Lake George and Washburn Lake on Daggett Brook.  Landowner permission is needed to cross their land to correct the problem.

MOTION ANDERSON, 2ND SCHLOESSER TO GET A COURT ORDER TO REMOVE BEAVER DAMS IF NECESSARY.  Motion carried.

Williams provided a list of Minnesota infested waters dated 5-3-2010.

The Township received a thank you from Ardith Buchite for the use of the Town Hall to provide help for tax returns.

The problem with leaves deposited in Township road right of way has been resolved in one area.

Discussed Canister hours.  The hours on Saturday will be 9:30 A.M. to 12 Noon.

Discussed landscaping around the Town Hall.

MOTION SCHAUMBURG, 2ND ANDERSON TO AUTHORIZE THE SPENDING OF $600 TO PUT IN CONCRETE CURBING AROUND THE TOWN HALL.  Motion carried.

Discussion held to consider having the ability to load fire trucks with water inside the Fire Hall.

Discussed things that need attention at the Town Hall.

Schloesser is working with landowners in regard to getting permission to cross their property to control beaver dams.

Olds will put some class 5 on Quentin Road as well as Parsonage Road and Parsonage Trail.

Election Judge training schedule is being worked on.

The Township phone shows a message is left even if the individual hangs up and does not leave a message.

The first quarter billing for snow plowing has been sent out.

The Dave Harrington cart way issue has not been resolved yet.

Don Anderson will continue looking into addressing recommendations for the safety of highway traffic in Outing.

Discussed the amount of class 5 left in the Beulah pit.

Three Supervisors will meet with County engineers in regard to future class 5 for Crooked Lake Township.

Discussed dust coating.  Property owners ordered 10,262 gals. at a cost of $7,129.80.  The Township ordered 1,257 gals. at a cost of $1,566.98.

The Township will put dust coating on Woods Bay to the canister, Woods Bay top to bottom of the hill, Eastburn hill, Town Complex, Fire Hall, Maintenance Bldg, canister, Brookside Hill and Cranberry Hill.

Discussed Fire Dept. well.  MOTION ANDERSON, 2ND SCHLOESSER TO CONTINUE INVESTIGATING THE WELL FOR THE FIRE HALL AND HAVE ALL THE ANSWERS WITHIN THE NEXT 30 DAYS.  Motion carried.

Discussed the P.A. system for the Town Hall.  Stan Johnson offered to build a cabinet for the speaker system.  MOTION SCHAUMBURG, 2ND WILLIAMS TO ACCEPT STAN JOHNSON’S OFFER TO BUILD A CABINET FOR THE SPEAKER SYSTEM WITH MATERIALS NOT TO EXCEED $300.  Motion carried

A play is scheduled for the Town Hall parking area on July 31st.  Alternate for rain will be the Fire Hall.

Discussed paying the cleaning staff mileage.  MOTION SCHAUMBURG, 2ND ANDERSON TO AUTHORIZE THE CLEANING STAFF TO CHARGE MILEAGE.  Voting: Thyen no, Williams no, Anderson yes, Schaumburg yes, Schloesser yes.  Motion carried 3 to 2.

Discussed permission to work on County lands for beaver control.  The Board agreed to sign the necessary forms.

Permission has been received from several land owners to remove beaver dams located in the brook between Lake George and Lake Washburn.

Delegates from the Lake George area appeared objecting to the approach being taken by the Crooked Lake Town Board in regard to removing beaver dams between Lake George and Washburn Lake located in the brook.  It was pointed out the government agency put in dams and spillways to control lake levels.  It is not the job of beavers.

The Board acknowledged that they had all received email dated 6/8/2010 from Ryan Nvett, Vice President of the Lake George Assn., with concerns involving the removal of beaver dams and the concerns of the culvert located on the Township road at the Lake George dam site.

Discussed the Township population now listed as under 500.

Election judge training has now been set up with Cass County.

Discussed borrowing of Township tables and chairs by residents.

 Members present: Rod Schloesser, Gene Williams, Don Anderson, Lloyd Thyen, Dave Schaumburg & Glen Mechelke.

Discussed the value of the old Township backhoe.

St. Joseph Equipment salesman had stated that the old Township backhoe might have a value up to $9000.00.

The Township will contact the St. Joseph Equipment salesman and ask how much they would pay out right for the old backhoe.

The Township would sell the old backhoe for a minimum of $4000.

If not purchased by St. Joseph Equipment the Township will run an add in the Pine Cone Press and the Northland Press to sell the backhoe.

The add will read:

Crooked Lake Township is accepting signed written quotes for a Case 583 backhoe.  The backhoe can be viewed at the Crooked Lake Town Hall site.  The minimum bid is $4000.

The backhoe is being sold as is.  All written and signed offers to be received by 7 P.M. July 8, 2010.  For more information call 218-792-5918.

The Treasurer’s report showed a bank balance of $140,874.83.

Discussed the amount of class 5 left in the stockpile in the Beulah pit.  Bid contracts will be prepared for additional class 5 on Township roads.

Discussed clean up day.  Crooked Lake Township had 145 drop offs.  Beulah Township had 9.  It was recommended the Beulah Township be charged 6% of the American Disposal bill and the newspaper adds.

Discussed highway safety.  Discussed urban D.F.B. signs using regular electric power and solar power.  Both options will continue to be explored.

Discussed new Fire Dept. well which would enable fire trucks to be filled inside the Fire Hall.  MOTION ANDERSON, 2ND SCHLOESSER TO HIRE RUNYAN WELL DRILLING TO DO THE WELL UNLESS A PROBLEM OCCURS.  Motion carried.

Discussed Roger Olds wages.  MOTION SCHLOESSER, 2ND THYEN TO INCREASE ROGER OLDS WAGES 75 CENTS PER HOUR.  Motion carried.

Discussed changing combination on the Township office and Maintenance Bldg.

Discussed water entering the Township Fire Hall office.

Schaumburg will pick up materials for the cabinet this month that Stan Johnson offered to build.

The curbing will be worked on starting July 17th.

Schloesser reported that the cost on the work on Cass County 155 is approximately $250,000 per mile.

Discussed making of class 5 in Beulah pit.  The contractor needs to ensure clay content.

Brian Erdman, on Smokey Hollow Road, asked if Crooked Lake Township would have Roger Olds grade the road after he applies class 5.  Crooked Lake Township charges $85 an hour for grader and operator.

Discussed dust coating checks that are being received from private individuals.

Filing period for the Nov. 2, 2010 election runs from Tuesday Aug. 3rd to 5 P.M. Aug. 17, 2010.

An email has been received from Sara Smith stating that she is resigning as deputy treasurer effective immediately.

The Cass County Auditor wants Crooked Lake Township to provide correct wording for the blue ballot addressing the vote to have the Treasurer an appointed position.

The fishing pier has been installed at Luscher’s Park.

Cass County is scheduled to haul gravel on County Road 58 this week.

The Fire Chief gave the Fire Dept. report.

Bev Gains gave an update as to what was happing in School Dist. 118.  She suggested that local residents get involved and attend the next School Board Mtg., which is being held in Remer at the School on Aug. 19th, 2010.  She stated there are many statements being circulated and that people should attend the meeting to get the correct information.

Quotes were opened for the cost to haul approximately 1040 cubic yards of Class 5 on Longwood Point Road. The quotes were as follows:  Outing Sand & Gravel--$6188.00,

Out Door Creation & Renovations--$6832.80, Cass County Construction--$7800.00,

Roosevelt Lake Service Inc.--$5709.60.

The 2011 Levy Certification has been sent to Cass County.

The 2nd quarter grading bill has been sent to Cass County, Beulah Township and Thunder Lake Township.  The amounts are:  Cass County--$1682.50, Beulah Township--$1385.00

Thunder Lake Township--$85.00.

Discussed the tree on Plummer Point road that needs removing.

The recessed meeting of Sept. 9th, 2010 was called to order at 4 p.m.

Discussed speed signs.  Solar power seems the way to go.

Quotes for making class 5 at the Beulah pit were discussed.

Kingsway Construction Co. Inc., of Little Falls, Mn., quoted $2.47 per cubic yd. for a total of $24,700.

Randy Stommes of Stommes Construction of St. Cloud, Mn. Quoted $2.66 per cubic yd for a total of $26,600.

MOTION ANDERSON, 2ND SCHAUMBURG TO AWARD THE CONTRACT TO KINGSWAY CONSTRUCTION OF LITTLE FALLS, MN.  Motion carried.

It was pointed out that Beulah Township wants an additional 1000 yds of class 5.

Discussed penalty clause in contract.

MOTION SCHAUMBURG TO DELETE THE PENALTY CLAUSE.  The motion died for the lack of a second.

Election equipment will be set up on Monday, 10-25-2010.  Heat in the Town Hall will be turned up to 70 degrees the day before.

It was again pointed out that different persons in the PERA have different interpretations of the section 218 agreement covering the coordinated plan.

A question was asked from the audience if the well in the Fire Hall has been completed.  It has been completed.

Members present:  Dave Schaumburg, Lloyd Thyen, Rod Schloesser, Don Anderson, Gene Williams, Joe Datzman and Glen Mechelke.

The Meeting was called to order and the Pledge of Allegiance was given.

MOTION THYEN, 2ND WILLIAMS TO APPROVE THE OCTOBER MONTHLY MEETING MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $143,065.45.

Discussed the Treasurer setting up automatic monthly deductions.

MOTION THYEN, 2ND WILLIAMS TO USE AUTOMATIC CHECK HANDLING, WHENEVER APPROPRIATE, TO PAY TOWNSHIP BILLS.  Motion carried.

Jerry Lehman, of the Cass county Land Dept., appeared to provide information on the Cass County involvement on the ATV trails and snowmobile trails.

There is a meeting, to be held Dec. 10, 2010, at the Land Office Building in Backus from 1 to 3 P.M. in which ATV clubs will be involved in discussing ATV trails and proposed trails  It was suggested that Townships become involved in this process.  Lehman stated that Cass Co. is becoming involved with all ATV clubs in Cass Co.  Liability issues were discussed   Resolution No. 2-2010 was discussed.

BOARD MEMBER LLOYD THYEN MOVES THE FOLLOWING ACTIONS, 2ND ROD SCHLOESSER:

  1. RESCISSION OF THE RESOLUTION ADOPTED AT THE APRIL 8, 2010 CROOKED LAKE TOWN BOARD MEETING REGARDING SPONSORSHIP OF THE OVER THE HILLS GANG ATV CLUB FOR THE PURPOSE OF ESTABLISHING AND MAINTAINING A TRAIL SYSTEM AND.
  2. ADOPTION OF THE FOLLOWING RESOLUTION TO REPLACE THE APRIL 2010 RESOLUTION:

WHEREAS, the Crooked Lake Town Board has accepted a request from the Over the Hills Gang ATV Club to support the designation of County Administered Land, public right of way, private property, and other public lands for the purpose of ATV trails.

WHEREAS, the Crooked Lake Town Board agrees to support such activity, has solicited input from the public through a system consistent with Crooked Lake Town policy before making this resolution and does not accept any responsibility for the costs associated with the designation if approved by the Cass County Board.

NOW, THEREFORE, BE IT RESOLVED, that the Crooked Lake Town Board hereby authorizes the Cass County to use this resolution in the decision making process for the designation of County Administered Land.  The Crooked Lake Town Board does not accept any responsibility for the costs associated with the designation if approved by the Cass County Board.

BE IT FURTHER RESOLVED, that the Crooked Lake Town Board indemnifies and holds harmless the County of Cass from any claims arising from the designation of County Administered Land.

Resolution No. 2-2010 was adopted by majority vote.  Yes-5   Nays-0

Discussed class 5 contract for class 5 to be produced at the Beulah pit.  Class 5 still isn’t being produced at the pit and it appears that contractor will not meet the Nov. 15th deadline to produce class 5.

The Fire Chief appeared at the meeting and requested the passing of two resolutions.

MOTION SCHLOESSER, 2ND ANDERSON TO AUTHORIZE THE FIRE DEPT. TO SPEND APPROXIMATELY $800 FOR A LATTER SYSTEM TO LOAD WATER INTO FIRE TRUCKS IN THE FIRE HALL BUILDING.  Motion carried.

MOTION SCHAUMBURG, 2ND WILLIAMS AUTHORIZING THE CROOKED LAKE FIRE DEPT. TO ACCEPT BATTERIES FROM A BATTERY CO. TO DISTRIBUTE TO OWNERS OF SMOKE ALARM DETECTORS IN CROOKED LAKE TOWNSHIP.  Motion carried.

Crooked Lake Fire extinguishers, owned by Crooked Lake Township, have been certified.  Discussed the new radio system being worked on for the Fire Dept.  Discussed the schedule for the fire trucks and fire equipment maintenance. 

Discussed beaver dam removal.  Discussed beaver dam budget for beaver control in future budget planning.

Discussed P.E.R.A.  The Board agreed to pay back P.E.R.A. payments due for Roger Olds.

The new well and well set up in the Fire Hall is basically completed.

The dock has been pulled out at Luschers Park.

Discussed the possible need for hiring a firm to do periodic auditing of Crooked Lake Township records.

Smokey Hollow Road has 4 ½ inches of class 5 as agreed to with developer and Crooked Lake Township.

All the Crooked Lake Township class 5 in the Beulah pit has been put on Township roads and some stockpiled in the maintenance building area.

Mn. Dot. has replaced all signs (stop included) on Highway 6 following new standards.

Third quarter billing, for Township grading in Cass County, Beulah and Thunder Lake has been sent out.

The Township has new plat book.

Signatures for EMT checking account should be checked to be sure the bank has approved them.

Discussed Townships roads with citizens present at the meeting.

The Board held Canvass Board meeting at 9:10 P.M.

There were 428 persons registered at 7 A.M.  23 persons registered on election day.  The number of accepted regular-armed forces and temporarily overseas absentee ballots, 38.  Total number of persons voting, 347.

Seat 1: Rod Schloesser 235 votes-----13 write ins.  MOTION SCHAUMBURG, 2ND THYEN TO DECLARE ROD SCHLOESSER WINNER OF SEAT 1 FOR A 4 YEAR TERM.  Motion carried.

Seat 3:  Connie M. Glass 239 votes-----Don Anderson 95 votes-----write ins 2.  MOTION SCHLOESSER, 2ND SCHAUMBURG TO DECLARE CONNIE M. GLASS THE WINNER OF SEAT 3 FOR A 4 YEAR TERM.  Motion carried.

Seat 5: Dave Schaumburg 256 votes-----write ins 10.  MOTION SCHLOESSER, 2ND ANDERSON TO DECLARE DAVE SCHAUMBURG THE WINNER OF SEAT 5 FOR A 4 YEAR TERM.  Motion carried.

Township Treasurer:  Joe Datzman 279 votes-----write ins 4. 

Township question 1 Crooked Lake Township regarding the appointing of the Township Treasurer:  yes, 178 votes-----no, 135 votes.  MOTION SCHAUMBURG, 2ND ANDERSON TO ACCEPT THE VOTE TOTAL OF 178 VOTES YES AND 135 VOTES NO.  YES VOTE DECLARED THE WINNER..  Motion carried.

This vote authorizes the Township Treasurer to be appointed by the Town Board.  This yes vote voids the Treasurers election.  The present Treasurer will continue until the first Monday in January 2011.  Candidates will be notified of results after the required waiting period and verification that all required reports are in. 

MOTION SCHAUMBURG, 2ND WILLIAMS THAT THE COMPENSATION FOR ALL MTGS. WILL BE $100.  Motion carried.

The Meeting was called to order.  Members present:  Dave Schaumburg, Rod Schloesser, Lloyd Thyen, Gene Williams, Joe Datzman & Glen Mechelke.  Absent: Don Anderson.

MOTION THYEN, 2ND SCHAUMBURG TO APPROVE THE NOV. 11TH, 2010 MONTHLY MEETING MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $124,172.02

Discussed using a $35,000 C.D. to pay the $33,000 grader loan.

Discussed the need for a new Treasurer.

MOTION SCHAUMBURG, 2ND WILLIAMS TO APPROVE THE LIQUOR LICENSE FOR SHADBURY INC.  Motion carried.

The Fire Chief gave a report on the Crooked Lake Fire Dept.  The Crooked Lake Township Fire Dept. radio system is being upgraded.

MOTION SCHLOESSER, 2ND SCHAUMBURG TO APPROVE UP TO $2300 FOR FIRE DEPT. EQUIPMENT FOR TWO NEW FIRE FIGHTERS.  Motion carried.

Discussed the class 5 contract with Kingsway.  Kingsway would produce in the spring of 2011 by June 21st.  Discussed various ways to modify the expired contract.

The Crooked Lake Township web site was discussed.

Discussed that the Township should try to avoid making any decisions after the warrants have been paid.

MOTION SCHAUMBURG, 2ND THYEN TO SPEND UP TO $250 TO BUY MATERIALS TO UPGRADE THE CANNISTER STATION WARMING HOUSE.  Motion carried.

Discussed obtaining insurance on new speed signs.  The cost of these will be approximately $12000.  Discussed insurance for new Fire Dept. radios which will cost approximately $47,900.  The Clerk will check with the insurance company.

Discussed buying used propane tank to avoid rental charges and also be able to purchase propane where the best price can be obtained.

Discussed bringing in a separate accounting firm to audit the Township.

Discussed C.T.A.S. program

Speed signs will be set up in the near future.

Virgil Brisk, 320-632-9415, is willing to make class 5 next spring at the same price quoted unless fuel prices increase too much.

Lake George is now 6 to 7 inches over the barrier.

A safety meeting was held with Roger Olds and Dayton Paulson.

Discussed new road signs needed by Crooked Lake Township.  An order for the signs will be sent to Cass County.

The Clerk has recorded the deed from the Highway Dept. in regard to turning back a portion of Highway 6 right of way to Crooked Lake Township and also turning back a portion of Woods Bay Township road that extends to Highway 6 right of way adjacent to Crooked Lake Town Hall.

Pat Bennington has again filed for unemployment which will cost the Township $1603.24 if he receives the entire amount.  He collected $2344.50 unemployment benefits last year from Crooked Lake Township.

Discussed the penalty for early withdrawal of Crooked Lake Township’s C.D.’s at Unity Bank.

Discussed compensation for the Treasurer.  The Treasurer is now appointed by the Crooked Lake Town Board.  MOTION THYEN 2ND SCHLOESSER TO INCREASE THE TREASURER’S SALARY TO $400 PER MONTH.  Motion carried. 

More discussion was held on the Treasurer’s salary.  MOTION SCHAUMBURG, 2ND WILLIAMS TO RAISE THE TREASUER’S SALARY TO $500 PER MONTLH.  Motion carried.

More discussion was held between Pat Faul and the Crooked Lake Town Board.

MOTION THYEN, 2ND WILLIAMS TO APPOINT JOE DATZMAN TREASURER AT THE END OF HIS CURRENT TERM AND ALLOW PAT FAUL TO WORK WITH THE TREASURER TO FAMILIARISE HER WITH THE TREASUER’S DUTIES AND LEARN THE CTAS PROGRAM AT THE RATE OF $20 PER HOUR.  Motion carried
