CROOKED LAKE TOWNSHIP—MONTHLY MTG.—January 13, 2011
 
The Meeting was called to order.  Members present: Dave Schaumburg, Gene Williams, Lloyd Thyen, Rod Schloesser, Connie Glass, Joe Datzman & Glen Mechelke.
The Pledge of Allegiance was given.
MOTION SCHAUMBURG, 2ND WILLIAMS TO APPROVE THE DEC. 2010 MONTHLY MTG. MINUTES.  Motion carried.
MOTION SCHAUMBURG, 2ND THYEN TO APPROVE THE NOV. 22, 2010 SPECIAL MTG. MINUTES.  Motion carried.
The Treasurer’s report showed a bank balance of $185,113.88.
MOTION SCHAUMBURG, 2ND WILLIAMS TO APPOINT ROD SCHLOESSER AS CHAIRMAN.  Motion carried.
MOTION SCHAUMBURG, 2ND WILLIAMS TO APPOINT LLOYD THYEN VICE CHAIRMAN.  Motion carried.
The following duties were assigned:
Grounds and buildings—Gene Williams
Web site and canister—Connie Glass and Lloyd Thyen
Road and Bridge—Rod Schloesser and Dave Schaumburg
Town Hall schedule—Lloyd Thyen
Cleaning activities—Dave Schaumburg
Misc.—Town Board.
Kelly Felton presented information on coalition for safe healthy communities and passed out pamphlets. 
The sign program for Township roads is being worked to obtain the best prices on needed signs.
MOTION THYEN, 2ND SCHAUMBURG TO ORDER 9 ROAD SIGNS FOR THE TOWNSHIP AT A COST OF APPROXIMITLY $360.  Motion carried.
Discussed problem with the security light at the Library.
The Library Board has requested that the $1200 provided by the Township for electricity etc to be made in two yearly payments of $600 each, one in July and one in Dec.
Discussed children playing and jumping on the new fishing pier that is located at Luschers Park.  Discussed the need for reflectors on the fishing pier.
Discussed the recycling bins being full in the winter months.
Discussed the class 5 contract with Kingway Construction that was to be completed by Nov. 15th, 2010.  Thyen will write a letter to Kingway Construction that the contract is now terminated.  
Discussed expanding the Beulah pit to locate more rock for class 5.
Discussed the new speed signs located on Highway 6, north and south of Outing.
Discussed the need to test water wells located on Crooked Lake Township property.
Discussed Crooked Lake Township’s new snowplowing policy.
Materials to improve the warming house, located at the Canister site, have been purchased.
Discussed bulbs that are needed in the Fire Hall sign fixture.
Discussed interest rates being received on Township C.D.’s.
Rod Schloesser has talked to several companies that produce class 5.
The Township is planning on putting class 5 on Longwood Point Road, Muchow Road, Wood Lake Road, W. Leavitt Road, North ½ of Peninsula Road  in 2011.
There will be dog races in Outing on Feb. 12, 2011.
Discussed ATV’s damaging Township roads.
Schaumburg and Schloesser attended the Thunder Lake Township meeting supporting the grant and aid trail system proposal.
Discussed Beaver control.
The grader loan was paid in full on 12-13-2010.
The Clerk needs the total wages paid to employees in 2010 and the Treasurer’s yearly report for 2010 as soon as possible.
Insurance has been put on road signs for $12,000 and Fire Dept. radios at $47,900.
The Assessor has been notified of Supervisors eligible to attend the Equalization Mtg. that have obtained proper training.
Fourth quarter 2010 bills for grading to other Townships and Cass County will be sent out.
Discussed conflicts of interest.
A request to remove a problem tree on Plummer Point Road was received from concerned citizens.

CROOKED LAKE TOWNSHIP—MONTHLY MTG.—Feb. 10, 2011
 
The Meeting was called to order.
Members present: Rod Schloesser, Dave Schaumburg, Lloyd Thyen, Connie Glass, 
Gene Williams, Glen Mechelke, Joe Datzman.  Pat Faul was also in attendance.
The Pledge of Allegiance was given.
MOTION SCHAUMBURG, 2ND WILLIAMS TO APPROVE THE JANUARY MONTHLY MEETING MINUTES WITH THE ADDITION THAT GENE WILLIAMS AND DAVE SCHAUMBURG ALSO HAVE WEED INSEPECTOR DUTIES.  Motion carried.
The Treasurer’s report showed a bank balance of $170,332.64.
Kim Johnson, of Dustcoating Inc., presented a quote for supply and applying magnesium chloride to Township roads.  She also stated that there was a change of ownership at Dustcoating.  The quoted price of magnesium chloride was 0.702 per gallon.
Discussed the use of ATVs with in the right of way of Highway 6.
MOTION SCHAUMBURG, 2ND THYEN TO ADOPT THE FOLLOWING RESOLUTION AS RESOLUTION 1-11.
Be it resolved by Crooked Lake Township, Cass County Minnesota that:
Limited use permit 1103—0021 for the purpose of an ATV two way trail within the right of way of Truck Highway No. 6 is hereby approved.
The Chairman and Clerk of Crooked Lake Township are authorized to execute the said permit on behalf of the Township of Crooked Lake.

Discussed the Treasurer’s position.  Joe Datzman verbally resigned as Treasurer.  The Board asked him to provide a written resignation.
MOTION THYEN, 2ND WILLIAMS TO ACCEPT JOE DATZMAN’S RESIGNATION.  Motion carried.
MOTION WILLIAMS, 2ND THYEN TO APPOINT PAT FAUL AS CROOKED LAKE TOWNSHIP TREASURER.  Motion carried.
Discussed dust coating of Crooked Lake Township roads.
MOTION SCHAUMBURG, 2ND THYEN TO GO WITH CASS COUTIES CONTRACT WITH UNIVAN WHO USE CALCIUM CHLORIDE TO PROVIDE DUST CONTROL FOR TOWNSHIP ROADS.  Motion carried.
Discussed Class 5 contract with Kingsway Construction of Little Falls, Mn.  Thyen wrote a letter to Kingsway Construction terminating contract.  Discussed new contracts for producing class 5.  Discussed invasive species.

RaLaLa sent notice to Crooked Lake Township that they had applied for a gambling license.
MOTION THYEN, 2ND GLASS ACNOWLIGING THAT THEY HAD BEEN NOTIFIED BY R.A.L.A.L.A THAT R.A.L.A. HAD APPLIED FOR A GAMBLING LICENSE AND AUTHORIZED THE CLERK TO SIGN ACNOWLIGEMENT. Motion carried.
The Canister Station warming house has been upgraded.
Discussed the reflectors for the dock in Lushers Park.  Lighting glows as long as they are cleared of snow.  Discussed that moving of the dock summer and winter would not be advisable.  Discussed installing the dock so that there would be more room for swimming.
Discussed web site.
The windshield in the pickup truck has been replaced.
New lights will be installed at the Library.
Discussed clean up day.
Discussed speed sign adjustments that will be done in the spring.
Discussed that the Township has a $100 deductible for insurance losses.
The Equalization Meeting will be held April 19th, 2011 at 12 noon in the Crooked Lake Town Hall.
The minimum Road and Bridge levy for next year is $142,098.
The short course will be held Wed. March 30th at Northern Lights.
The summer short course will be held on Wed. June 29th at Northern Lights.
Fourth quarter billing for Township snow plowing and grading has been sent out to Beulah Township ($1020), Cass County ($2745) and Thunder Lake ($255).
The Board of Audit Mtg. will be held on Thursday Feb. 24th at 5 p.m. in the Crooked Lake Town Hall.
The Fire Chief gave the Fire Dept. report.
MOTION WILLIAMS, 2ND SCHAUMBURG AUTHORIZING THE FIRE DEPT. TO SPEND UP TO $3500 FOR GEAR.  Motion carried.
MOTION THYEN, 2ND WILLIAMS AUTHORIZING THE FIRE DEPT. TO APPLY FOR A LIQUOR LICENSE FOR THE JULY 9TH FIREMEN’S DANCE.  Motion carried
Rod has ordered free OSHA notices to be put up in the Maintenance Bldg.
A resident questioned the Town Board as to what was happening with the Paul Kroehnert request for a conditional use permit.  
With the information received from Cass County it appears, according to the map received, that the permit does not intend to follow the existing driveway on the Kroehnert property, but move the road to the south.  The Clerk was instructed to convey this concern to Paul Fairbanks.

CROOKED LAKE TOWNSHIP—MONTHLY MTG.—March 10, 2011

 The Meeting was called to order and the Pledge of Allegiance was given.

Members present: Gene Williams, Connie Glass, Rod Schloesser, Dave Schaumburg, Lloyd Thyen, Pat Faul and Glen Mechelke.

MOTION WILLIAMS, 2ND SCHAUMBURG TO APPROVE THE FEB. 10TH MONTHLY MEETING MINUTES.  Motion carried.

MOTION SCHAUMBURG, 2ND WILLIAMS TO APPROVE THE AUDIT MTG. MINUTES.  Motion carried.

The Treasurer’s report showed a bank balance of $163,992.26.

Discussed putting calcium chloride on Township roads.

Discussed the Annual Mtg. minutes.  The Chairman asked if there were any additions or corrections.  There were none.

Discussed the contract with New Pathways authorized by residents at the Annual Mtg.

Discussed Gravel Road Maintenance and Design workshop to be held April 6th, 2011 in Grand Rapids.

MOTION GLASS, 2ND SCHLOESSER TO INVITE BRAD FROM OUTING SAND AND GRAAVEL TO ATTEND THE WORKSHOP.  Motion carried.

Discussed the new speed signs that are north and south of Outing.

Discussed the mileage to Wood Lake and Longwood Point roads from the Beulah pit and Emily Sand and Gravel pit.

Discussed dumpsters for clean up day.

Speed signs now flash at 30 miles per hour or more instead of 40 miles per hour or more.

Discussed allowing commercial businesses to participate in Crooked Lake Township clean up day.

Discussed what information should be put on Crooked Lake Township’s web site.

MOTION SCHAUMBURG, 2ND THYEN TO REMOVE NO BUSINESS OR COMMERCIAL USE ON CLEAN UP DAY REGULATIONS.  Motion carried.

Discussed costs of class 5 and loading and hauling of class 5.

MOTION SCHLOESSER, 2ND SCHAUMBURG TO APPROVE THE COST OF $5.30 PER YARD TO MAKE CLASS 5 AND 60 CENTS PER YD. TO LOAD CLASS 5 FOR A TOTAL OF 3000 YDS. AT EMILY SAND AND GRAVEL.  TOTAL COST AMOUNTING TO $17,700.  Motion carried.

Discussed giving to organizations as approved by residents at the March Annual Mtg.

MOTION SCHAUMBURG, 2ND THYEN TO TABLE DONATION DISTRIBUTION UNTIL ALL LEGAL REQUIREMENTS HAVE BEEN INVESTIGATED.  Motion carried.

Discussed which elected officials and hired employees are required to pay Social Security.
